Listening to podcasts is a popular way for people to spend their time. However, little focus has been given to how accessible pod-cast platforms are for Deaf and Hard-of-Hearing (DHH) people. We present a DHH-centered accessible podcast platform prototype developed with user-centered design. Our proposed design was constructed through semi-structured interviews (n=7) and prototype design feedback sessions (n=8) with DHH users. We encourage podcast platform designers to adopt our design recommendations to make podcasts more inclusive for DHH people and recommend how podcast hosts can make their shows more accessible.
CCS CONCEPTS • Human-centered computing → Accessibility.

2021.09.18 13:59 DataSetMatch In light of our Governor's mistaken belief of an AIDS vaccine and his misguided belief that a mandate causes vaccine rejection, here's a look at how vaccines were handled in the state 120 years ago.

Around 1900, the smallpox vaccine had been around for a century and widely used for decades, but the disease and an anti-vaccination crowd persisted, despite the vaccine being a proven safe and effective alternative to the disease.
Here's a selection of newspaper articles from that time period.
A man just asking questions about vaccines from the Henry County Weekly, March 1918
His ilk had just been asking questions which had for decades been patiently answered, as shown in this Letter to the Editor, from the Columbus Times in Feb. 1882
A phenomenon of asking questions which no scientific answer would ever suffice. However, anti-vaccine sentiments were not easy to come by, rather what stood out was the various cities and counties enacting mandatory vaccination, often in the wake of high public approval for the need of the ordinance.
In the summer of 1897 the city of Rome, GA began enforcing it's vaccine mandate, fining and imprisoning those who refused.
Macon enacted its ordinance in March of 1898, after some months of pleading for voluntary vaccination in order to avoid needing the law,

There are some few people in the city who say positively that they will not be vaccinated and it would be interesting to know what the city is going to do about it. But the Board of Health say that they cannot make fish of one and flesh of another and that they will enforce the ordinance.
The Dalton Argus in early 1898 reported a single case of smallpox in the county, and advocated a strong position to,
Let no unvaccinated person escape vaccination. That's our best safe-guard, and the only guard against the loathsome disease.
In 1902, the Georgia Cracker (yep) in Gainesville reported a case of vaccine dodgers accepting their civic duty just prior to going before a judge, thereby avoiding a sentence.
Despite the ordinances, some continued to shirk their responsibility, and near Augusta in the winter of 1907, a young man was arrested for vaccine refusal. The Augusta Herald reported that he claimed to have already taken the shot, but refused to show any proof.
Judge Picquet said that it has been the custom for many centuries for drastic laws to be passed for the protection of life and health that were entirely legitimate. Duncan was fined $25 or 20 days. He was then confronted with two propositions. In the first place, if he went to jail he would be vaccinated by main force, and in the second place if he paid his fine he would probably have been arrested within a few hours on the same charge. The recorder suspended sentence on the condition that he be vaccinated.
These ordinances were passing across the state, in its largest cities and in its most rural counties and they were implemented to protect the population from those who refused the vaccine even after it had been made widely available at little to no cost - and the laws succeeded, the vaccine completely eliminated smallpox in Georgia, and the rest of the world, in the following decades.
It stands in stark contrast to today; local powers routinely blocked by the state and public health disregarded for the sake of individual freedom. What also stands out was the complete non-partisanship concerning vaccines and public health, the newspapers here represented both parties and no politicians could be found who promoted anti-vaccine rhetoric. Fighting the disease and ensuring public health was a bipartisan and apolitical effort.
Ending with a note from the Atlanta Georgian News, Feb. 1910, on why the rights of the individual do not surpass the rights of the public:
As to the legal and ethical aspects of vaccination, we may say that every man has a right to take his own life if he is foolish enough to do so; but he should take it in a way that will not endanger the lives of others. Accordingly, in the light of accumulated and recorded experience, no man has a right to refuse to be vaccinated.

2021.09.18 13:59 Clown_PrinceJ Can a free to play unlock cloak and dagger? Or is paywall in effect?

Based on the recent strike force blog they have mentioned the luminous credits will replace the milestone shard awards and give 25 choice shards. If we take this we have 50 choice shards from blitz, 60 choice shards from strike pass and 20 specific cloak or dagger shards.
Using these number anyone who is free to play and wants both of them would be missing a total of 50 shards ( 25 shards each) to unlock both Cloak and Dagger while if you focus on one toon you would have 130 shards.
There should at least he a way during this release that allows players to unlock both toons free to play. I do understand using cores on their orb but that would be 6750 cores, not to mention cores just being used for deathpool or the cores you would need for next campaign event.
So are these two toons skippable?

2021.09.18 13:59 Loud_Ad_6272 Auto filling in Excel

So I have a very large dataset. In column A, I have a list of people and in column B I have different characteristics of the people in column A. So if A2 is “Cole”, B2 to B7 includes different data on Cole. However A3 to A7 is blank. The next name appears in A8. I want to auto fill all the blank spaces on the A column to fill the next 7 cells and the it picks the next name and fills it like that and so on. It’s a really large dataset so manually filling is a bit tedious.

2021.09.18 13:59 fowlee42 Why didn't the invention and early use of the helicopter make the same kind of news that the Wright brothers' first flight did?

By the Vietnam War, helicopters were well known and widely adopted by at least the US. But after some Googling, I see that helicopters were used in the latter stages of WW2. Surely this technology and its possible uses would have made headlines around the world. But it doesn't seem to have. Why?

2021.09.18 13:59 the_internet_is_bad So... I got Nuka World but everything I've read seems like you get railroaded.

The "you only get to be a bad guy to do the story." I don't want to do that. I'm a "girl scout," and I don't like being a jerk. Whatever. But people are also saying that you basically can't do a lot of things unless you totally tank your reputation by following the story (and it would definitely ruin some of my companion relationships). Is that true? That I just won't be able to do some things if I just go on a kill-a-thon right off the bat?

2021.09.18 13:59 Roznakefirmoloko Bo i Hyllie
